EL PASO, Texas -

Low voter turnout made for some extremely close races in the area's smaller municipalities.

In Horizon City, challenger Charlie Ortega beat incumbent Luis Najera by 18 votes in the race for District 3 Alderman, after trailing all night. The final result was 266 to 248.

The nail-biter in Socorro happened between Sergio Cox and District 1 Alderman incumbent Maria Reyes. Cox edged her by eight votes, 119 to 111, with a third candidate, Velia Herrera falling behind with 61 votes. There is no runoff in Socorro.

The voter turnout in El Paso county was four percent.

In Las Cruces, the surprise results came in the race for District 6 Councilor between Cecelia Levatino, Mark Cobb and Curtis Rosemond. Cobb held the lead throughout the night, even holding more than the necessary 40 percent to avoid the runoff, but Levatino beat him with more than 42 percent of the vote, 842 to 743. Rosemond received 409 votes.
